1. Organizing authority
The organizing authority is the Pacific Coast Yachting Association (PCYA), in conjunction
with the Mission Bay Yacht Club, and the San Diego Soling Fleet.
2. Rules
2.1. The regatta will be governed by the 'rules' as defined in the Racing Rules of Sailing 2005 – 2008 (RRS), of ISAF; except as modified by this Notice of Race (NOR), the Sailing Instructions, and properly posted amendments on the Official Notice Board.
2.2. All the Amendments to the Sailing Instructions must be approved and signed by the Principal Race Officer (PRO).
3. Advertising category
The regatta is designated Category C under RRS Rule 79.
4. Entries
4.1. Entries for the regatta should be made through the attached
Entry Form and sent to Mission Bay Yacht Club, at: 1215 El Carmel Place San Diego, CA 92109, or William Blozan San Diego Soling Fleet 4655 Cass Street, Suite 110 San Diego, CA 92109 up to May 15th, 2008. Download entry form at:

4.2. The entry fee is USD $275. Payment constitutes confirmation of the entry.
4.3. The entry fee includes racing, beer/soft drinks after racing on Thursday & Friday, borrowed boat insurance, regatta tee shirt, and trophies.
4.4. Last minute cancellations whose slot cannot be filled may not receive a refund.
4.5. A separate Damage Deposit fee of $250 is required. This fee will be payable to, and collected by Mission Bay Yacht Club at registration.
5. Eligibility
The Jesse L. Carr Regatta is open to crews from all member associations of the Pacific Coast Yachting Association subject to the restrictions in the Jesse L. Carr Deed of Gift. (For 2008 the Carr age restrictions are waived.) Member Associations or Clubs must advise John Walton (johnwalton@cox.net) of qualified teams no later than May 1st, 2008.
6. Schedule of Events
6.1. On-site registration will be at the Mission Bay Yacht Club on Thursday, May 29th, 2008; 1700-2000, and Friday May 30th, 2008; 0900 – 1000;
6.2. A competitor’s meeting will be held at 1000 on Friday May 30th, 2008;
6.3. Eight races are scheduled;
6.4. Four races per day are scheduled;
6.5. An additional race may be conducted on any day

*6.5.2. When the race committee deems it advisable because of a weather forecast to get one race, but no more than one race, ahead of schedule, as they see fit;
6.6. Racing will commence; weather permitting, on Friday May 30th, 2008; warning signal at 1200. Succeeding races race will immediately follow, again weather permitting;

7. Registration
Registration will be at the Mission Bay Yacht Club on Thursday May 29th, and Friday May 30th at the times shown above.
8. One-Design Yachts
The regatta will be sailed in Solings, which will conform to the class requirements of the International Soling Association and the United States Soling Association, with three crewmembers. The regatta will use a round robin format.
9. Liability
The organizing authorities and/or any part, person involved in the regatta, will accept no liability and/or responsibility for any personal or material damage sustained prior to, during, or after the regatta.
10. Sailing Instructions
The Sailing Instructions shall be available at registration.
11. Regatta Site
The regatta site is the Mission Bay Yacht Club, 1215 El Carmel Place San Diego, CA 92109 (858) 488-0501 (Tel.) (858) 488-2442 (Fax).
12. Racing Areas
The racing area shall be within Mission Bay, as indicated in the attachment to the Sailing Instructions.
13. Courses
The courses will be windward-leeward, as shown in the sailing instructions.

14. Scoring
The low point scoring system, RRS Appendix A2 scoring system will apply. There are eight races scheduled. There will be no discards. At least one completed race constitutes a series.
15. Penalties
The 720-degree turns penalty, and RRS 44.1 and 44.2 of the rules will apply.
16. Prizes
The Perpetual trophy and keeper trophies to each crewmember of the winning boat will be awarded at the awards dinner at San Diego Yacht Club on Saturday. (The name of each crewmember of the winning boat will be inscribed on the perpetual trophy.) Participation plaques will also be awarded to each crewmember. Additional prizes supplied by UK Halsey sail makers will be awarded concurrently. See

17. Additional Information
Lunches and breakfasts will be available at the MBYC Snack Bar in the main clubhouse.
Lunches must be ordered in advance and purchased through the office at MBYC.
18. Lodging
Information on lodging in the vicinity of the regatta site can be found on the San Diego Soling Fleet website, http://www.solingSD.org.
