1 Organizing Authority
The Organizing Authority is the Severn Sailing Association in Cooperation with the United States Soling Association (USSA).

2 Rules
2.1 The event will be governed by the Racing Rules of Sailing (RRS) 2005-2008, and the Rules of the International Soling Association (ISA), except as suspended below. This Notice of Race will rule except as amended or altered by the Sailing Instructions, or properly posted amendments on the Official Notice Board. All racing will be fleet racing.
2.2 RRS 42.3(b) applies. Soling Class Rule C.9.1 is suspended for this regatta.

3 Advertising
The Championship will be a category C event in accordance with RRS 79 and Appendix J.

4 Eligibility and Entry
4.1 The regatta is open to all yachts declared eligible by the USSA, CISA or their national Soling association. All skippers and crews must be members of the USSA, CISA, or the ISA. US skippers shall be members of the United States Sailing Association. Canadian entrants shall be members of the CYA. Proof of membership shall be demonstrated prior to the start of Race # 1 of these championships.

5 Schedule of Events
5.1 On-site registration will be at the Severn Sailing Association (SSA) on Thursday, October 30 from 0300-0600 and October 31 from 0800-0930.
5.2 Competitor’s meeting will be held at 0930 on Thursday, October 31, 2008.
5.3 Fleet Racing:

Race 1 October 31 Warning Signal at 1100
Race 2 October 31 Following the conclusion of Race 1
Race 3 October 31 Following the conclusion of Race 2
Race 4 November 1 Warning Signal at 1100
Race 5 November 1 Following the conclusion of Race 4
Race 6 November 2 Warning Signal at 1030
Race 7 November 2 Following the conclusion of Race 6

5.4 No warning signal shall be made after 1400 on November 2 to allow competitors to plan return travel.
5.5 Social Activities – Snacks (oysters on Friday depending on availability), beer, and sodas will be available after each day of racing. Dinner for all competitors will be provided at the SSA clubhouse on Saturday, November 1 at 1800. Annual Class Meeting will be held at 1730 on October 31.

6 Registration/Entry Fee
The entry fee is $275 US, payable at registration which will be at the SSA clubhouse from 0800 to 0930 on October 31. The entry fee includes trophies, and beer, wine and sodas each day, dinner on Saturday evening, launching and trailer storage during the event.

7 Measurement and Safety
Regatta Officials reserve the right to measure and/or stamp all sails and ask each yacht to submit a valid measurement certificate. Random inspections for class safety rules may be conducted at any time during the regatta.

8 Liability
The organizing authorities and/or any part, person involved in the regatta, will accept no liability and responsibility for any personal or material damage sustained prior to, during, or after the regatta.

9 Insurance
Each participating boat shall be insured with valid and adequate third party liability insurance cover while racing.

10 Sailing Instructions
The Sailing Instructions shall be available at registration.

11 Regatta Site
The regatta site is the Severn Sailing Association, 311 First St., Annapolis, MD. Telephone: (410) 268-8744. Directions to SSA can be obtained at www.severnsailing.org.

12 Racing Areas
The racing area shall be ESE of the mouth of the Severn River, in the Chesapeake Bay, as indicated on attachments to the Sailing Instructions.

13 Courses
The courses will be windward-leeward, Course D, as shown in the sailing instructions.

14 Scoring
The low point scoring system, RRS Appendix A2 scoring system will apply. There are seven races scheduled for the U.S. Championships. Four races completed shall constitute a regatta. As provided in RRS A2, if five races are completed, each boat’s series score will be the total of her race scores excluding her worst score.

15 Penalties
The Two-Turns penalty, and RRS 44.1 and 44.2 of the rules will apply.

16 Prizes
Prizes will be awarded to each member of the crews placing first, second and third in the regatta. If more than 18 teams compete, prizes for crews placing first, second, and third in blue and red fleets shall be awarded. The blue and red fleets shall be assigned by the organizing authorities based on standings after completion of the first two races.
